Rebeca grew up in a suburb off San Juan, Puerto Rico. While in high school, she studied drawing at a School of the Arts. At the same time she studied watercolor at the Art Students’ League of San Juan with Carmelo Fontánez. At the University of Puerto Rico, she pursued a BFA in printmaking with Susana Herrero, Luisa Geigel and José Antonio Torres Martinó as instructors. Once done, she left for San Francisco, CA. Instead of completing her MFA at the SF Art institute, she went to the Academy of Art College (now Academy of Art University), where she studied graphic design. After working as a freelance graphic designer for a brief period, she became an educator. Throughout all this time Rebeca was mostly painting watercolors because of the lack of a studio, but in 2005 she was finally able to find a workspace where she could paint on canvas. With Karen Zullo Sherr she founded Reemerging Artists, an organization for artists who return to art after another career. 

Rebeca nació en un suburbio de San Juan, Puerto Rico. Estudió arte en la Escuela Libre de Música. Una beca de la Liga de Estudiantes de Arte de San Juan le permitió estudiar acuarela con Carmelo Fontánez. Terminó sus bachillerato en humanidades con especialización en artes gráficas en la Universidad de Puerto Rico con  Susana Herrero, Luisa Geigel and José Antonio Torres Martinó. Se fué a San Francisco con la intención de estudiar en el Art Institute de San Francisco, pero acabó estudiando diseño gráfico en el Academy of Art University. Después de ejercer como diseñadora gráfica por un tiempo, se convirtió en educadora. Ha vivido y pintado en California durante los últimos 25 años, mayormente en acuarela debido a la falta de un espacio para trabajar, pero en 2005 por fin construyó un estudio y desde entonces ha pintado en tela. Recientemente ha fundado una organización para ayudar a artistas que regresan al arte después de hacer otra carrera.
